Il peut aussi s'appliquer aux études en génie civil, et en hydrogéologie en général (milieux poreux). Il vise à assurer aux clients (Entreprises privées, collectivités locales,...) et garantir aux services de l'État que les prestataires agissent, pour répondre à leurs besoins, dans le respect de l'état de l'art et des dispositions législatives et réglementaires en vigueur.
